Are Sex Dolls Legal in the UK and Europe?

Short answer: yes. Buying, owning and having an adult sex doll delivered is legal in the UK and across the EU, as well as in Switzerland and Norway. What is illegal is a doll with child-like features: importing or selling one is a criminal offence in the UK, and Germany and Denmark also make owning one a crime. Every Velvet Muse doll is a full-size, adult-bodied model, sold only to adults.
Is it legal to own a sex doll in the UK?
Yes. No UK law stops an adult from buying, owning or using an adult sex doll, or from having one delivered to their home. They are sold openly by UK retailers, and delivery in a plain, unbranded parcel is entirely lawful.
What does UK law say about child-like sex dolls?
Dolls with child-like features are treated very differently. The Crown Prosecution Service guidance for England and Wales lists three ways these cases are charged:
- Importing one, under the Customs Consolidation Act 1876 and the Customs and Excise Management Act 1979, with up to 7 years in prison.
- Selling or distributing one, under the Obscene Publications Act 1959, with up to 5 years.
- Sending one by post, under the Postal Services Act 2000.
Simply owning one is not yet a separate offence, but that is changing. In September 2026 the government backed the Child-like Sexual Abuse Dolls (Offences) Bill, which would make it a crime to make, sell or own one, with up to 5 years in prison.
Are sex dolls legal in Europe?
Yes. Adult sex dolls are legal to buy and own in every EU country. As in the UK, the rules only tighten for child-like dolls:
- Germany made selling, buying and owning child-like sex dolls a crime in 2021 (section 184l of the Criminal Code), and its constitutional court upheld the ban in 2026.
- Denmark banned making, selling and owning them in 2022.
- Norway treats them as child sexual abuse material.
Other countries can act against them under their existing child-protection and obscenity laws.
